RBI Finalises Lending Norms for Urban Co-operative Banks

The Reserve Bank of India (RBI) has notified final lending guidelines for Urban Co-operative Banks (UCBs), aimed at strengthening credit discipline and improving risk management across the sector.

According to the report, the revised norms introduce clearer limits on loan exposures, particularly for individual borrowers and specific sectors, to reduce concentration risk. The framework also outlines prudential caps on housing, real estate, and commercial lending, ensuring that UCBs maintain balanced and diversified portfolios.

The guidelines are designed to align UCB lending practices with those of larger commercial banks, enhancing overall financial stability. They also focus on improving governance standards, requiring better credit appraisal systems, monitoring mechanisms, and internal controls.

A key objective of the new norms is to address historical weaknesses in the co-operative banking sector, including high exposure to certain borrower groups and inadequate risk assessment practices. By enforcing stricter lending criteria, the RBI aims to improve asset quality and reduce the likelihood of future stress.

From a risk management perspective, the framework encourages early identification of credit risks, disciplined lending, and portfolio diversification. UCBs will need to upgrade systems, strengthen underwriting standards, and ensure compliance with the new guidelines.

The move reflects RBI’s continued efforts to reform the co-operative banking sector, making it more resilient, transparent, and aligned with broader banking regulations in India.
