Banking for Viksit Bharat Panel to Examine Laws Governing Cooperative Banks
The High-Level Committee on Banking for Viksit Bharat will examine the legal and regulatory framework governing cooperative banks as part of its broader review of India’s banking sector.
The committee’s mandate covers the functioning of different categories of banks, including cooperative banks, Regional Rural Banks and commercial banks. Its review is intended to identify areas where existing laws, regulations and institutional structures may need to evolve to support the country’s long-term banking requirements.
For cooperative banks, the review is particularly relevant because their regulatory framework involves multiple dimensions, including banking regulation, cooperative-sector legislation, governance and supervision. Any recommendations affecting this framework could have implications for the way cooperative banks are governed and regulated.
The committee will also examine global best practices and consider how Indian banking institutions can become more competitive while maintaining financial stability. The review is expected to look at the regulatory architecture alongside the operational and institutional requirements of the banking sector.
Capital requirements will form another important part of the committee’s work. The broader review includes the long-term capital needs of banks, Development Financial Institutions and NBFCs, as well as possible sources of capital to support economic growth.
Technology and cybersecurity are also within the committee’s wider mandate, including the use of artificial intelligence and digital innovation in banking and the safeguards required against emerging cyber risks.
For cooperative banks, the exercise could therefore extend beyond legislation to issues involving governance, capital, technology, cybersecurity, risk management and regulatory effectiveness.
The committee has been given a six-month tenure, making its recommendations relevant to the future regulatory and institutional framework for India’s cooperative banking sector.
